Sheriff Alan Jordan Receives the Sheriff of the East Award NORTH CAROLINA SHERIFFS' ASSOCIATION 88th ANNUAL TRAINING CONFERENCE |

Sheriff Alan Jordan of Beaufort County
recently attended the North Carolina Sheriffs' Association’s 88th Annual
Training Conference held in Brunswick County, North Carolina with other sheriffs
and law enforcement professionals from across the State. Sheriff Jordan was presented the Sheriff of the East Award for his
service to the Association and his fellow sheriffs as a “driving force,
motivator, professional and a sheriff who has rendered support and special
service unto the North Carolina Sheriffs’ Association.” Sheriff Jordan said, "Our Annual
Training Conference allows North Carolina's sheriffs to discuss their
experiences and learn from each other, as well as bring ourselves up-to-date on
important law enforcement developments. North Carolina sheriffs have a complex
role as constitutional officers leading law enforcement within their respective
counties. Our duties often require that we be available to personnel and to the
public continuously. My staff and I will
use this knowledge to further serve and protect Beaufort County's
citizens." "Sheriffs in every county of North
Carolina are facing tremendous challenges in carrying out their responsibilities
for law enforcement and the safety of our citizens; maintenance and operation
of local jails; recruiting, training and maintaining talented personnel;
working with domestic situations, child abuse cases, serving civil papers,
tracking sex offenders in the state, issuing weapons permits, providing court

discussed issues of interest to the Office of Sheriff, including updates on new
changes to criminal law and procedures, as well as an update on the newly
enacted State Budget by the 2010 General Assembly. Dr. Bobby Smith,
world renowned international speaker, and retired Louisiana State Trooper, who has
spoken to more than one million people, gave motivational training to sheriffs
about how to overcome adversity after traumatic events. After being shot and blinded in the line of
duty, Dr. Smith worked hard to receive his Ph.D. in psychology. Ronda Rich is the
best-selling author and former award-winning sports writer, who shared a
motivational leadership presentation with the sheriffs. Rich released a memoir in 2002 of her years
in NASCAR racing as a journalist and publicist. The sheriffs also
attended several workshops including an update on “Video Poker/Internet
Gambling”, given by David Adinolfi, Special Deputy Attorney General, North
Carolina Department of Justice; and “Unauthorized Substance Tax Update”, given
by Cale Johnson, Director, Unauthorized Substance Tax Division, North Carolina
Department of Revenue. Sheriff John Ingram of Brunswick County and
his staff were Hosts for the Sheriffs’ Association’s Annual Training
Conference. The Sheriffs’ Association plans to hold their
2011 Annual Training Conference in New Bern, which will be hosted by Craven
County Sheriff Jerry Monette. The Association Headquarters is located in

On July 17, 2010, the Beaufort County Sheriff’s Office received
information that a female under the age of sixteen may have been sexually
assaulted by an older male suspect. The
Sheriff’s Office located the female and began an investigation. As interviews were conducted, additional
victims were discovered. As a result of the evidence gathered
during the investigation, Lieutenant Jamie Cahoon applied for and obtained warrants
charging Andy Keith Koonce, II, age 25,
of North Boyd Road in Pinetown, North Carolina with five counts of Statutory Rape of a 13, 14, or 15 Year Old
by a Defendant Who Is at Least Six Years Older Than the Victim, two counts
of Statutory Sexual Offense Against A
Person Who Is 13, 14, or 15 Years Old by a Defendant Who Is at Least Six Years
Older Than the Victim, and five counts of Indecent Liberties with a Child.
Koonce turned himself in on July 27th and was released on a
$50,000.00 unsecured bond set by Magistrate Jasper Mills. The investigation is on-going and additional

On April 10, 2010, the Beaufort County Sheriff’s Office received
a report of a sexual offense that had just occurred at a residence in Aurora,
NC. The Sheriff’s Office began an
investigation, collected evidence and conducted interviews. On July 15th,
Investigator Ernest Moore applied for and obtained a warrant charging Courtney Ballard, age 21, of 3rd
St. in Aurora, NC with one(1) count of
Statutory Sexual Offense against a Person Who is 13, 14, or 15 Years Old by a
Defendant Who Is More Than Four but Less Than Six Years Older Than the Victim. Ballard turned himself in on July 22, 2010
and was held in the Beaufort County Detention Center on a $2,500.00 secured

approximately 200 pounds. Koonce is
known to operate a black Toyota Tundra extra cab with chrome aftermarket

On July 19, 2010, Investigators with the Beaufort County Sheriff’s Office Drug
Unit arrested Juan Carlos Valdivia, 26 years of age, of 425 Linda Drive in
Washington. Valdivia was charged with four (4) counts of Trafficking in Cocaine. Valdivia’s
arrest stemmed from Investigators making purchases of cocaine from
Valdivia. Investigators established
surveillance on Valdivia and conducted a traffic stop on Valdivia. Investigators and K-9 Elza conducted a search
of the vehicle that Valdivia was operating.
K-9 Elza alerted on the center console.
Investigators found approximately 60 grams of cocaine hidden under the
center console. The estimated street
value of 60 grams of cocaine is approximately $6,000.00. Valdivia
was confined in the Beaufort County Detention Center under a $55,000.00 secured

On July 20, 2010, Investigators with the Beaufort County Sheriff’s Office Drug
Unit served arrest warrants on Louis Oscar Brown, 46 years of age, of 1616 West
Bear Grass Road in Washington. Brown was
charged with four (4) counts of Possession
with Intent to Sell and Deliver Marijuana, two (2) counts of Trafficking in
Opium, and four (4) counts of Possession of Drug Paraphernalia. Brown’s
arrest stemmed from Investigators making purchases of marijuana and
prescription pain pills that contain opium derivatives from Brown. Brown was
confined in the Beaufort County Detention Center under a $35,000.00 secured

On March 17, 2010 the Beaufort County Sheriff’s Office
received a report of Larceny and Fraud at a home on Spring Branch Road in
Aurora. The Sheriff’s Office began an
investigation and conducted several interviews.
On May 24, 2010, Investigator Wesley
Waters applied for and obtained warrants charging Matthew Lee Bloodworth, age 20, of Cedar Lane in Jamesville and Tammy Rana Carawan, age 25, of Cedar
Lane in Jamesville with three Felony counts each of Forgery of Endorsement, Uttering Forged Endorsement and Obtaining Property by False Pretenses. On May 27, 2010, Matthew Lee
Bloodworth was arrested by Pamlico County Sheriff’s Office and held on a
$15,000.00 secured bond. On July 15, 2010, Tammy Carawan was
arrested by Pamlico County Sheriff’s Office for Probation Violation and was

On
July 13, 2010 at 12:56 a.m., Deputy Jason Cleary with the Patrol Division of
the Beaufort County Sheriff’s Office was patrolling the area of Old County Road
in Belhaven, N.C. Deputy Cleary observed
suspicious activity that involved two pedestrians and a vehicle. Deputy Cleary observed the two pedestrians
run behind a home after making contact with the occupants of the vehicle. The vehicle then took off and accelerated at
a high rate of speed. Deputy
Cleary caught up to the vehicle and initiated a traffic stop for speeding. The car stopped at a residence on West Pungo
Street, and a passenger immediately exited the car and attempted to enter the
residence. Cleary detained the passenger
and performed a search after smelling the odor of marijuana. Cleary discovered multiple baggies containing
a substance consistent with cocaine and marijuana in the subject’s
pockets. The passenger, Marcus Dannilya Clayton, age 29, of
Deerfield MHP in Washington, was arrested and charged with Trafficking in Cocaine and Possession
With Intent to Sell and Deliver Marijuana.A
search was then performed of the vehicle, driver and rear seat passenger. The rear seat passenger, Rodquekis Earl Moore, age 22,
of Edward Street in Belhaven was arrested and charged with Possession With Intent to Sell and Deliver
Marijuana and Possession of Cocaine after
baggies of marijuana and cocaine were discovered on his person. A bag containing multiple baggies of
marijuana was also found beside the roadway along the route the car took before
the stop. Clayton
and Moore were transported to the Magistrate’s Office where Clayton was held on
a $20,000.00 secured bond set by Magistrate Curtis. Moore was held on a $5,000.00 secured bond
set by Magistrate Curtis. Over $450.00

On July 08, 2010, Investigators with the Beaufort County Sheriff’s Office Drug
Unit served arrest warrants on Paul Everette Woolard III, 31 years of age, of
7707 Hwy. 264 East in Washington and Eric Wayne Booth, 45 years of age, of 1216
Washington Street in Washington. They
were charged with Possession with Intent
to Sell and Deliver Cocaine, Possession with Intent to Sell and Deliver
Marijuana and Possession of Drug Paraphernalia. Their
arrest stemmed from Investigators receiving complaints that drugs are being
sold from Booth’s Car Wash.
Investigators made a purchase of cocaine and a purchase of marijuana
from Woolard and Booth at Booth’s Car Wash. Woolard and
Booth were confined in the Beaufort County Detention Center under a $6,000.00

On July 06, 2010, Investigators with the Beaufort County Sheriff’s Office Drug Unit
served arrest warrants on Suzanne Beaven, 31 years of age, of 1351 Bergin Road
in Aurora. Beaven was charged with two (2) counts of Trafficking in Opium. Beaven’s
arrest stemmed from Investigators making purchases of prescription pain medication
that contains opium derivatives from Beaven.
Beaven was confined in the Beaufort County Detention Center under a $15,000.00

On
July 1, 2010 at 12:25 p.m., Investigator Jim VanLandingham with the Beaufort
County Sheriff’s Office observed James
Earl Moore, age 42, of Williams Drive in Washington operating a vehicle on
River Road. Inv. VanLandingham knew
Moore had a revoked license so he performed a traffic stop on the vehicle. During
the stop, a vehicle search was performed.
As a result, Moore was arrested and charged with Driving While License Revoked, Possession of Cocaine, and Possession of Drug Paraphernalia. Moore was held in the Beaufort County

On
July 3, 2010 at 7:24 p.m., the Beaufort County Sheriff’s Office received a
report of an unresponsive person at 292 Sam’s Road in Chocowinity, NC. Upon arrival, Deputies located a deceased
black female with trauma to the head.
The Sheriff’s Office began an investigation and called additional
support to the scene. During
the investigation, Deputies and Investigators collected information and
evidence that identified a suspect.
Investigators learned that the suspect had been picked up and driven to
an apartment complex in Greenville, NC.
Deputies contacted the Greenville Police Department and requested
assistance locating the suspect.
Greenville Officers went to the complex off Memorial Drive and
surrounded an apartment where the suspect was believed to be. Richard
Leon Armstead, age 21, of Sam’s Road in Chocowinity surrendered after a
short standoff. Armstead was charged
with Murder for the death of Miki
Michelle Hatcher, age 23. Armstead is
being held in the Beaufort County Detention Center without the benefit of bond. Armstead
and Hatcher had been living together at the Sam’s Road address and have
children in common. An autopsy will be

On July 02, 2010, Investigators with the Beaufort County Sheriff’s Office Drug
Unit executed a search warrant on Graham Keith Toler’s residence located at
1158 Terrapin Track Road in Washington. Investigators
found a Hydroponic Marijuana grow room inside the residence. The Hydroponic Marijuana grow room contained
electrical grow lights, electrical timers, small electrical water pumps, small
electrical air pumps, electrical fans and marijuana plants ranging from six
inches tall to four feet tall. Investigators
found marijuana, scales and plastic bags used to package marijuana in the
bathroom and in a gun safe located in Toler’s bedroom closet. Toler was
arrested and charged with Maintaining a
Dwelling to Keep a Controlled Substance, Possession with Intent to Sell and
Deliver Marijuana, Manufacturing Marijuana, Possession of Marijuana and
Possession of Drug Paraphernalia. The found
marijuana weighed approximately eight (8) pounds. The estimated street value for eight (8)
pounds of Hydroponic Marijuana is $51,200.00.
Toler was confined in the Beaufort County

On
May 18, 2009, the Beaufort County Sheriff’s Office received a report of
Breaking and Entering and Larceny at a residence on Highway 264 East in
Washington. The victim reported that
someone broke into her home and stole assorted jewelry. The Sheriff’s Office began an investigation, collected
evidence, and conducted interviews. Evidence
collected at the scene was sent to the NCSBI Lab in Raleigh for DNA analysis. Based
on the Lab results, Investigator Jim Martin applied for and obtained a warrant on
June 24, 2010 charging Hubert Edward
Napier, age 50, of Twiggs County Virginia with Felony Breaking and Entering and Felony Larceny. Napier was
staying at an area hotel when the crime occurred. The
search for Napier is on-going. He is a
white male, 5 feet 11 inches tall, weighing approximately 230 pounds. If you see Napier or have information on his

or Crime Stoppers at 252-974-6400. Crime
Stoppers will pay up to a $1,000.00 reward for information leading to his

On March 24, 2010, the Beaufort County Sheriff’s Office received a report of larceny large pipe fittings from a PCS Phosphate worksite in Aurora. The Sheriff’s Office began an investigation and conducted interviews. The fittings were found at an area recycling business. On May 23, 2010, Investigator Wesley Waters applied for and obtained warrants charging Cleveland Andrew Moore, Jr., age 41, of Highway 33 East in Aurora, NC with one count of Felony Larceny and one count of Obtaining Property by False Pretenses. On May 30, 2010, Moore turned himself in at the Magistrate’s Office where he was released on a $5,000 unsecured bond by Magistrate Eric Holmes.
