On October 24, 2009 at approximately 5:16 p.m., Deputies with the Beaufort County Sheriff’s Office Patrol Division responded to an alarm activation at a business on Highway 264, east of Washington. Upon arrival, Deputies discovered that a break-in had occurred and an off-road motorcycle had been stolen. Deputies began a search of the areanear the business and located the stolen motorcycle and a suspect on a canal bank behind the business. As a result of evidence collected at the scene, Sgt. Jeremy Hewitt arrested Scott Michael Vincent, age 34, of Marvin Street in Chocowinity and charged him with Felony Breaking and Entering and Felony Larceny. On October 20, 2009 at 7:38 a.m., the Beaufort
County Sheriff’s Office responded to a residence on Clark Court in Chocowinity,
NC in reference to a report of a person lying in a yard. Upon arrival to the
scene, Deputies located Billy Ray Clark, age 52, of Sticks Road in Grimesland,
NC, lying unresponsive in a yard. EMS responded and transported Clark to the
Beaufort County Hospital. The Sheriff’s
Office began an investigation. On October 21, 2009, Clark passed away at Pitt
County Memorial Hospital. An autopsy was
conducted on Clark and the results are still pending. The investigation into the cause of Clark’s

On
October 20, 2009, Investigators with
the Beaufort County Sheriff’s Office Drug Unit and the North Carolina Highway
Patrol teamed together and arrested Joel Blanks, 31 years of age, of 214 West
12th Street in Washington, Jeremiah Allender, 32 years of age, of
282 Hwy. 92 East in Washington and Rita Allender, 53 years of age, of 282 Hwy.
92 East in Washington. Joel Blanks was charged with Possession with Intent to Sell and Deliver Marijuana, Manufacturing Marijuana and Possession of Drug Paraphernalia. Jeremiah Allender was charged with Trafficking in Marijuana by Possession, Trafficking in Marijuana by Manufacturing, Possession of Drug Paraphernalia and Resisting a Public Officer. Rita
Allender was charged with Trafficking in Marijuana by Possession,
Trafficking in Marijuana by Manufacturing and Possession of Drug Paraphernalia. There
arrest stemmed from Troopers with the North Carolina Highway Patrol conducting
a vehicle stop on a Ford truck occupied by Joel Blanks and Jeremiah Allender. When the Ford truck pulled over to stop,
Jeremiah Allender exited from the passenger side of the truck, jumped into the
back of the truck, grabbed an arm full of marijuana plants and fled into the
woods on foot. Troopers found a couple
of marijuana plants on the ground that Allender had dropped while fleeing from
the Troopers. Investigators
with the Beaufort County Sheriff’s Office Drug Unit responded to the scene and
were familiar with Jeremiah Allender.
Investigators knew that Jeremiah Allender lived approximately one mile
from where Jeremiah Allender fled on foot.
Investigators and Troopers responded to Jeremiah Allender’s residence
and made contact with Rita Allender.
Rita Allender refused to cooperate and Investigators executed a search
warrant. Investigators
found marijuana leafs in the living room floor, marijuana leafs in a bedroom
floor located down stairs and marijuana leafs in a bedroom floor located
upstairs. Investigator
searched a barn located behind the residence.
Investigators found Jeremiah Allender hiding in an indoor grow room that
is built inside the barn to grow marijuana.
Investigators found marijuana plants inside the barn and hidden in the
woods near the barn. The
marijuana was submitted to the SBI Laboratory for analysis and to be weighed. The marijuana weighed fourteen pounds (14
lbs) and has an estimated street value of $42,000.00. Joel
Blanks was confined in the Beaufort County Detention Center under a $5,000.00
secured bond. Jeremiah
Allender was confined in the Beaufort County Detention Center under a
$40,000.00 secured bond. Rita
Allender was confined in the Beaufort County Detention Center under a $30,000.00

On June 4, 2009, the Beaufort County Sheriff’s Office received a report from the Beaufort County Department of Social Services involving a sex offense that occurred in the Chocowinity area. The Sheriff’s Office began an investigation, reviewed evidence and conducted interviews. On August 27, 2009, Investigator Wesley Waters applied for and obtained a warrant charging David Lynn Laughman, age 39, of Memory Lane in Chocowinity, NC with one count of First Degree Sex Offense with a Child, one count of Indecent Liberties with a Child and one count of Sex Offense in a Parental Role. On August 28, 2009, Laughman was arrested by the Beaufort County Sheriff’s Office and held in the Beaufort County Detention Center on a $100,000.00 secured bond set by Magistrate David Curtis. On October 01, 2009, Investigators with the Beaufort County Sheriff’s Office Drug Unit arrested Erik Morgado, 32 years of age, of 112 Hickory Drive in Washington, Venancio Garcia, 20 years of age, 119 Baker Drive in Washington, Adolfo Alamilla, 37 years of age, of 8652 New Road in Washington, Jose Chavez-Rico, 29 years of age, of 8625 New Road in Washington and Franklin Perez, 21 years of age, of 8652 New Road in Washington. They were charged with multiple accounts of Trafficking in Cocaine, Possession with Intent to Sell and Deliver Marijuana and Possession of Drug Paraphernalia. Their arrest stemmed from Investigators making undercover purchases of 55 grams of cocaine and 1125 grams of marijuana from Erik Morgado. Investigators learned from surveillance that Erik Morgado’s suppliers lived at 8652 New Road in Washington. Investigators executed Search Warrants at 8652 New Road in Washington and 108 East Drive in Washington. Investigators found 154 grams of cocaine, 500 grams of marijuana, digital scales, plastic bags used for repackaging, marijuana plants, Jennings 380 caliber pistol, a stolen Taurus 22 caliber pistol, 32 caliber S&W pistol, 380 caliber Jimenez Arms pistol and $5,200.00 in U.S. Currency. On September 29, 2009, Investigators with the Beaufort County Sheriff’s Office Drug Unit arrested Lloyd Grandy Whitehurst, 57 years of age, of 3613 River Road in Washington. Lloyd was charged with Possession with Intent to Sell and Deliver Marijuana and Possession of Drug Paraphernalia. Whitehurst’s arrest stemmed from a traffic stop after Whitehurst had visited a residence that was under surveillance for suspected marijuana distribution. A search of Whitehurst’s vehicle revealed 112 grams of marijuana hidden in a cardboard box. Whitehurst was detained in the Beaufort County Detention Center under a $2,500.00 secured bond. On September 29, 2009, Investigators with
the Beaufort County Sheriff’s Office Drug Unit arrested Christopher Jarvis, 38
years of age, of 581 Elliott Road in Bath and Jennifer Jarvis, 36 years of age,
of 581 Elliott Road in Bath. They were
charged with Trafficking in Marijuana by
Possession, Trafficking in Marijuana by Manufacturing and Maintaining a
Dwelling to Keep a Controlled Substance. Their arrest stemmed from Investigators receiving a complaint that Christopher Jarvis is involved in the manufacturing and distribution of marijuana. Investigators responded to Jarvis’ residence to investigate and could smell the odor of green marijuana. Investigators made contact with Christopher Jarvis who admitted marijuana was located in the residence. Investigators conducted a search of the residence and found bags of marijuana packaged for resale, marijuana plants hanging up to dry, digital scales, a 44 magnum pistol and a Remington 1100 shotgun . Investigators found numerous marijuana plants located in a wooded area next to Jarvis’ residence. The marijuana was submitted to the SBI Laboratory for analysis and to be weighed. The marijuana weighed forty pounds (40 lbs) and has an estimated street value of $120,000.00. On
September 8, 2009 at approximately 1:00 p.m., Beaufort County Sheriff’s
Deputies responded to a call on South Harding Village Road in Washington,
NC. The resident reported he came home
to find a man standing at his back door.
The resident also reported the back door glass was broken. Deputies and Investigators responded to the
scene and begin an investigation. The
scene was processed for evidence and interviews were conducted. Lee
Bryan Murdock, age 34, of Captain’s Cove Road in Washington was arrested at
the scene and transported to the Magistrate’s Office. After
processing the scene and collecting evidence, Investigator Jim Martin applied
for and obtained a warrant charging Murdock with one count of Attempted Breaking and or Entering and one count of Felony Possession of Burglary Tools. Murdock was held in the Beaufort County
Detention Center on a $5,000.00 secured bond set by Magistrate Bruce

On August 14, 2009, the Beaufort County Sheriff’s Office received
a report of a larceny that occurred on Gray Road in Chocowinity, NC. A trailered air compressor was taken. On August 23, 2009, the Beaufort County Sheriff’s
Office received two additional larceny reports from the Chocowinity area. A hay bailer and plow were reported stolen and
sold for scrap. The Sheriff’s Office
began an investigation and conducted interviews. As a result
of the investigation, Investigator Ernest Moore applied for and obtained
warrants charging Robbie Lee Chandler,
age 21, of Gray Road in Chocowinity, NC with three(3) counts of Obtaining Property by False Pretenses, one(1)
count of Felony Larceny, and two(2) counts of Misdemeanor Larceny. Amber
Taylor, age 19, of Chandler Road was also charged with one(1) count of Misdemeanor Larceny . Chandler and Taylor turned themselves in on September 30th. On September 21, 2009, the Beaufort County Sheriff’s Office received a report of Breaking and Entering and Larceny from BJ’s Store in Belhaven, NC. The store operator reported that the store was broken into twice during the previous night. The Patrol Division gathered information on a possible suspect and located a person matching the suspect’s description on Pantego Street in Belhaven. Corporal Kasey Neal and Deputy Greg Rowe performed a search of the suspect and recovered evidence from the break-in, drug paraphernalia, and prescription medication. Cpl. Neal and Deputy Rowe arrested David Lee Moree, age 27, of Sidney Road in Belhaven, NC and charged him with Possession of a Schedule IV Controlled Substance and Possession of Drug Paraphernalia. Moree was held in the Beaufort County Detention Center on a $2,500.00 secured bond. The Sheriff’s Office Investigations Division continued the investigation, conducted interviews, and collected evidence. During the investigation, a search warrant was obtained and executed at Moree’s residence. On September 28, 2009, InvestigatorWesley Waters applied for and obtained warrants charging Moree with two counts of Felony Breaking and Entering, two counts of Felony Larceny, and one count of Injury to Real Property. Moree was served on September 28th in the Beaufort County Detention Center while he was being held on the drug charges.
